Chelmsford Police Department Announces Leadership Promotions, Welcomes New Officer

CHELMSFORD, Mass. — On July 9, 2026, the Chelmsford Police Department recognized the promotions of five members of the department and welcomed its newest officer during a promotion and swearing-in ceremony celebrating leadership, service, and the department’s continued commitment to providing exceptional public safety to the Town of Chelmsford.

The ceremony also marked the introduction of the department’s new leadership structure, establishing the positions of Commander of Administration and Commander of Operations to strengthen organizational leadership and meet the evolving needs of the community.

“Today’s promotions recognize years of hard work, dedication, and earned respect,” said Chief Gary Hannagan. “Each of these officers has demonstrated exceptional professionalism, integrity, and leadership throughout their careers. I have every confidence they will continue to serve our community with distinction as they take on these new responsibilities.”

Promotions

Commander of Administration – Jason Poor
Commander Poor began his career with the Chelmsford Police Department as a Public Safety Dispatcher before becoming a police officer in 2006. Throughout his career, he has overseen numerous specialized units and administrative functions, including training, public safety dispatch, community engagement, officer wellness, accreditation, and organizational initiatives. He now serves as the department’s first Commander of Administration.

Commander of Operations – Nicholas Ziminsky
Commander Ziminsky joined the Chelmsford Police Department in 2006 and has served in numerous leadership and instructor roles throughout his career. He currently commands the NEMLEC SWAT Team and has built a reputation for excellence in tactical operations, officer development, and training. He now serves as the department’s first Commander of Operations.

Lieutenant – Matthew Fernald
Lieutenant Fernald joined the department in 2015 and was promoted to Sergeant in 2023. He serves as the department’s lead Traffic Crash Reconstructionist and CPR/First Aid Instructor and is recognized for his professionalism, technical expertise, and commitment to mentoring fellow officers.

Lieutenant – Robert Brown III
Lieutenant Brown has served with the Chelmsford Police Department since 2012. His career has included assignments as a patrol officer, detective, patrol sergeant, and detective sergeant, where he earned a reputation as an accomplished investigator, respected supervisor, and dedicated community servant.

Sergeant – Christopher Mauti
Sergeant Mauti joined the Chelmsford Police Department in 2016 and most recently served as a detective in the Criminal Investigations Bureau. Known for his investigative skills and leadership as a Field Training Officer, he has also served on the NEMLEC Motor Unit and Fire Investigation Unit.

New Officer

Officer Tyler Doucette
Officer Doucette joins the Chelmsford Police Department after previously serving with the Fitchburg Police Department. He also serves as a Staff Sergeant in the United States Army Reserve and brings a strong background of public service and professionalism to the department.

The Chelmsford Police Department congratulates Commander Jason Poor, Commander Nicholas Ziminsky, Lieutenant Matthew Fernald, Lieutenant Robert Brown III, Sergeant Christopher Mauti, and welcomes Officer Tyler Doucette to the department.
