CHELMSFORD, Mass. — The Chelmsford Police Department proudly recognizes and congratulates Chief Colin Spence as he concludes an extraordinary 35-year career in law enforcement and officially retires from the department today, May 29, 2026.
Chief Spence began his career with the Chelmsford Police Department in June 1991 as an Auxiliary Police Officer before serving as a Dispatcher in 1992. Over the next three and a half decades, he steadily rose through the ranks while dedicating himself to the safety, professionalism, and advancement of the department and the Chelmsford community.
Throughout his distinguished career, Chief Spence served in numerous leadership roles, including Sergeant, Lieutenant, Deputy Chief, and ultimately Chief of Police, a position he held from June 2023 through May 2026. Prior to becoming Chief, he served as Deputy Chief beginning in February 2022 and spent several years overseeing the department’s Special Services Division as Lieutenant in Charge.
In addition to his law enforcement experience, Chief Spence demonstrated a strong commitment to professional development and higher education throughout his career. He earned a Juris Doctor degree from the Massachusetts School of Law and was admitted to the Massachusetts Bar in 2007. He also holds a Master’s Degree in Criminal Justice Administration from Western New England College and a Bachelor of Science in Criminal Justice from the University of Massachusetts Lowell. Chief Spence further completed the FBI-LEEDA Executive Leadership Institute, Supervisor Leadership Institute, and Command Leadership Institute.
Chief Spence’s career reflected a deep commitment to public safety, officer wellness, and professional development. In addition to receiving the Meritorious Award of Recognition for Outstanding Performance of Duty in 2013, he completed numerous advanced certifications and trainings, including Crisis Intervention Team (CIT) Certification, Critical Incident Management, Peer Counseling/Crisis Intervention, and Critical Incident Stress Management.
“Chief Spence has dedicated 35 years of his life to serving the Town of Chelmsford with professionalism, integrity, and compassion,” said Deputy Chief Gary Hannagan, who will officially become Chelmsford’s next Chief of Police on Monday, June 1. “His leadership, mentorship, and commitment to both this department and our community have left a lasting impact on generations of officers and residents alike. On behalf of the entire department, we thank him for his decades of service and wish him nothing but the very best in retirement.”
To honor his remarkable career and years of dedicated service, members of the Chelmsford Police Department participated in a ceremonial walkout today recognizing Chief Spence’s retirement and contributions to the profession.
